Who Is Dumb ?🤐🙃😶

I used to go to my college by taking the daily local bus. That day also I was going to college when some girls boarded that bus. I saw, they were talking to each other in sign language, maybe they were all dumb. A man standing nearby was touching inappropriately one of them. All the passengers sitting in that bus were just watching, no one said anything.
